The UCD Dept was establishment in the year 1979 in erstwhile Visakhapatnam Municipal Corporation (VMC). The area of the city was 76.33 Sq.K.M and the population was 5.60 lakhs. There were 79 slums with 68,000 slum population.
The UNICEF supported the Visakhapatnam Municipal Corporation (VMC) in taking up Mother & Child Welfare programmes along side Govt. programmes such as EWS housing and Environmental improvement Schemes in the Slums. The support from UNICEF continued till 1986, subsequently in the year 1988 on hearing about the success of implementation of welfare programes under UNICEF in VMC, the ODA/DFID (UK Govt.) came forward to support the Visakhapatnam Slum Improvement Programme with intiation from State and Central Government.
The main objectives of Visakhapatnam Slum Improvement Programme are two folds i.e., physical improvement and Community development.
Under physical development the following components were taken up in the improvement of Slums.

Improvement of health conditions
While implementing the Visakhapatnam Slum Improvement Programme, the city grew from 76.33 Sq.Km to 112 Sq.K.M in area and from 5.60 lakhs population to 12 lakhs,76 Slums to 252 slums with increase in slum population from 68,000 to 2.16 lakhs.
The project period of Visakhapatnam Slum Improvement Programme was from 1988 to 1996 inclusive of Chinnagadili habitate improvement Scheme I & II.
